Use the Sandbox to create the new title. Making sure to include: 

Title
Date
Cover Image
Home Page
Media Type
Wikipedia link if available

Then ask in #ACDB help or the chatbox for a moderator to approve the title.

Then you can Add a Character using the normal process.
